Authorities are investigating a lottery scam that is believed to have spanned multiple states and implicates two brothers. 
One of them is Eddie Tipton who the Chicago Tribune reports used to be the security director of the Multi-State Lottery Association. 
He was convicted last year of illegal activities related to a $16.5 million Iowa jackpot in 2010.
