Flying Bird got cought in electrical wire due to chains tied to his feet

As we were waiting for our pizza to get ready, We saw bird hanging upside down, I thought it was alive as it was pretty windy, so i got out of shop and started taking pictures with my cell phone, and then this video, when i got home i realized pictures and video are low resolution, so i picked up my Nikon and went next morning, bird was gone, i took several closeup pictures of chain, It is clear someone had the bird chained, pretty sad.
does anyone know the name of the bird
