Law experts give mixed opinions on Edca

Militant protesters outside the Supreme Court on Tuesday insisted the administration of President Benigno Aquino III “violated the constitution” when he entered the Enhanced Defense Cooperation Agreement (Edca) even as the battle over the legality of the defense pact between the United States and the Philippines begins. Veteran lawyer-senator Rene Saguisag, an anti-Edca petitioner, said under the 1987 Constitution there must be concurrence of the Senate to allow the presence of foreign troops. Meanwhile, Solicitor General Florin Hilbay defended the constitutionality of the Edca which he described as an implementing policy of the VFA and the President can sign it on its own.
