Land profiteer Phineas Flagg (Kennthe Harlan) is relocating flood victims to a new frontier development, Gunsmoke Ranch. The Three Mesquiteers know Flagg to be a crook and swindler and ride in to action to warn the victims, but they ignore The Mesquiteers, improve the land and then discover it has been condemned for a new dam.
