Assassin's Creed Syndicate trophy/achievement: You wouldn't steal a Policeman's helmet.
It is not difficult to hijack Police carriage. However there are not so many of them and mostly there are 2 Policemen on it. To hijack Police carriage you need to kill one policemen and later perform Hijack by pressing circle (PS4). But in most cases the second policemen will leave the carriage to chase you - so you will fail with your hijack. Do double air assassination from top is also not an option - it will not be counted as Hijack.
The easy way is to get a police vehicle and drive it. Hire a Rook and let him drive with you. Go on top of the roof, make sure Rook is driving - go down to drive - this will count as Hijacking of the Police Vehicle and you can go this achievement in just a few minutes.
