Colombia: Senate Passes Bill Mandating Referendum on Peace Deal

The Colombian Senate has passed a bill mandating a referendum on whether or not to implement a final peace agreement between the government and the FARC guerrillas. The measure includes a clause that makes it mandatory for the government to provide financial backing for both the “yes” and “no” campaigns, which will supposedly guarantee the fairness of the process.
