Pasi përcollën me optimizëm dy ministrat e Jashtëm te Italisë dhe Greqisë, te cilët ne një mision negocimi ne Tirane, kërkuan një dite me pare pakt kombëtar për integrimin, palët e politikes ne vend u ndanë ne sallën e parlamentit pikërisht për këtë çështje.
Kryeministri Berisha e ka kërkuar nga opozita miratimin e një rezolute te përbashkët për integrimin e vendit. Por Kryetari i Grupit Parlamentar Socialist Gramoz Ruçi, duke replikuar me kryeministrin deklaroi se opozita e ka paraqitur një rezolutë 23 dhjetorin vitit te e kaluar, dhe është gati ta votojë atë. Sipas Ruçit konsensusi i parë i palëve duhet te nise me ndryshimin e rregullores se Kuvendit. Kryeministri Berisha ka propozuar edhe një hap tjetër, duke kërkuar ngritjen e komisionit te përbashkët te integrimit, ndërsa i kërkon opozitës te propozoje emrin e avokatit te popullit, me premtimin se mazhoranca do ta votoje atë. Edhe pse këto pika nuk prodhuan dot kompromis, konsensusi i pare mes palëve ka qene rënia dakord për shtyrjen e projektligjit për gjykatën Administrative, duke e hequr atë nga rendi i ditës për ta votuar ne një tjetër seance.
