Colombian peace talks are progressing and a final agreement might be reached before the March 23 deadline. But disagreements remain on how the agreement will be ratified. President Juan Manuel Santos and Congress favor a plebiscite while the FARC, which criticizes Colombian electoral processes as unfair and not transparent, is for a constituent assembly, to modify the constitution.
