Mexico: System of Justice in Guerrero has Collapsed, Report Says

A report by the U.S.-based Open Society Justice Initiative (OSJI) charges that the system of justice in the violence ridden Mexican state of Guerrero has collapsed. The independent watchdog group cites the systematic failure of state authorities to investigate and prosecute homicides, torture, and enforced disappearances.
