Colombia: Military Justice Reform Criticized as Favoring Impunity

The military justice reform approved by the Colombian congress has been criticized by family members of victims of the country's armed conflict and human rights defenders as favoring impunity. Through the use of concepts contained in the legislation such as "legitimate target" and "collateral damage", crimes committed by the police and army can be justified with the resulting impunity.
