Colombia: Santos Calls For Less Punitive Anti-Drug Measures

At the global Drug Summit in Cartagena, President Juan Manuel Santos announced new measures to deal with the drug trade. He called on countries to take a more holistic approach, less focused on mass incarceration. His ideas include manual eradication programs and the provision of sustainable economic substitutes for farmers.
