To get a brand new none rusty Hippy Van or VM camper Van you need to go to one of the specific places on the map to get one.
On the link below it will show you a location on a beach on the top left of the map, If you go to this location at 1020 you will be able to get on of these Hippy Vans in excellent condition, Unlike the rusty ones you find in Sandy Shores.
I have not seen to many of these around the map and they can be upgraded quite a lot.
When you get to the location at around 1030 you will see some people on the beach partying just steal the car. Take it to Los Santos Customs and spray as you like. They carry 3 people.
If it is not there just drive away and come back it should return. You can go at night around 2200 and sometimes its there also.
