Pervert police chief offered to drop charges if teen posed naked for photos

New London, New Hampshire police chief David Seastrand has resigned after being accused of offering to drop an underage drinking charge against a teen if she posed for nude photos.
In 2013, 18-year-old Janelle Westfall was walking home from a party with an open beer can when Seastrand busted her for underage drinking and giving false name to a police officer. According to investigators, Westfall’s parents met with Seastrand and agreed to resolve the offense through 100 hours of community service.
However, a few days later, Seastrand called Westfall to the station to discuss an alternative punishment when the community service option fell through. He offered to drop all charges if she posed nude in the station basement.
“He said would grab the station’s camera to shoot a series of nude photos of me, and then he’d hold it over my head for two years to be sure I didn’t commit another crime,” Westfall told the New Hampshire Union Leader.
“That’s when it was really chilling,” she said. “He’s standing there in uniform, he had his gun strapped on his side.”
Westfall refused and called her uncle and aunt, both of whom are police officers. Her dad contacted state police.
Westfall received $70,000 from the town of New London in a civil suit against Seastrand, but he was not prosecuted.
State prosecutors were unable to prosecute Seastrand for anything other than a misdemeanor “abuse of power” count. But he is prohibited from ever serving as a law enforcement officer again.
Westfall is now pushing to change state law so that police officers can be more easily prosecuted in cases like this.
