He says that if the opposition do not want something, then it must be ‘the right thing to do.’ The nation do not want a presidential system, 80% or 90% do not. He can pass laws to make sure politics works.

Someone with political power may not be reliable under some circumstances. It is impossible to get away from such people. I know such cases. They are a huge scourge, and they go around a bit and then shamelessly return to the public eye.
