Peru: society debates lowering age at which defendants can be jailed

Peru has seen a increase in crime, and in response, legislators are contemplating a reduction in the age at which defendants can be sentenced to jail, to 16 years of age. Critics say the state should address the root causes of crime. Rael Mora reports from Lima.
