Under the agreement, Ashraf Ghani, a former finance minister, will be named president...

...and Abdullah Abdullah will nominate a chief executive with newly expanded powers.

After the signing ceremony, outgoing leader Hamid Karzai praises the two men.

(SOUNDBITE) (Pashto) AFGHAN PRESIDENT HAMID KARZAI SAYING:

"I am delighted that my honorable brothers Ashraf Ghani Ahmadzai and Abdullah Abdullah have agreed, in an Afghan way, on a solution to manage a government for the future of Afghanistan, for goodness and the development of Afghanistan."

On the streets of the capital, skepticism remains.
