Low hanging wire kills 10-yr-old

It's a case of complete apathy of the Delhi Electricity Board. A 10-year-old boy was electrocuted by live wires while playing on the terrace with his friends. This is the third case in 36 hours. But who is to responsible for the loss of these innocent lives?
