Called the Breakwater Chicago, the barge is proposed to be about a football field in length and 100 feet in width.

On it will be retail shops, restaurants, a pool, and a party space.

Beau D’Arcy, the man who came up with the idea, said, "I was working in Las Vegas and realized that daytime entertainment was something that Vegas had done very well, and other cities as well, and Chicago was missing some of that."

He already has the support of an economic development organization and a small business lender as well as Mayor Rahm Emanuel’s office, and now all he needs is about 23 million dollars.

Before investment opportunities can be pursued, some serious marketing tools will be needed.

Among them are a detailed architectural model and a 3D presentation on the boat and what it can offer.

A Kickstarter campaign has been launched to raise the hundred thousand dollars needed to produce them.

Among the perks being offered to supporters is the opportunity to be the one who christens the boat.
