CN Rail Work car or Modified RV Motorhome, located below the rogers road bridge... It also resembles a one-piece subway car too

Doesn't it look like an RV/Motorhome OR one of those subway cars with cab controls at both ends? Quite neat, it just needs doors at both ends, or just one end and electrification to be used as LRT or electic at-grade subway. Your thoughts? I am not sure if it's a work vehicle. lol
