Should the US attack Syria? Obama passes buck to Congress

Syria war 2013: Obama is deferring to Congress on his decision to bomb Syria for the Assad regime's alleged chemical weapons attacks in Damascus.
Congress is enjoying its summer recess. But President Barack Obama wants US elected officials to return from break early. Obama has some urgent business for Congress to decide. He wants Congress to vote on whether to bomb the bejeezus out of Syria.
At issue is whether the Syrian government used chemical weapons in an August 21st attack that killed 1,400 people, including 400 children. Across the pond, Prime Minister David Cameron has already suffered defeat after putting a decision on whether to attack to a vote. The United Nations, known for its sterling reputation in hotspots around the world, is investigating the attack.
But US intelligence officials are fairly certain Assad used chemical weapons. Obama will brief Congress on this evidence. Congress could take a week or more as it gathers to vote.
In the meantime, Assad is to free to move around and hide his military assets.
Will the bombs be just for show? Or will military intervention really tip the balance of power in Syria. Who benefits then?
